Notice on Guarding Against the Trap of "Receiving Medical Subsidies

Editor's Note: Recently, some people in Hunan Province have reported that some unknown numbers have falsely claimed through text messages or phone calls that they can receive "medical subsidies", confusing the concepts of basic medical insurance and commercial insurance, and inducing them to click on unknown links, which has led them to purchase commercial insurance without their knowledge. Based on this, the medical insurance department of Hunan Province issued relevant notices to safeguard the legitimate rights and interests of the vast number of insured people. The "Notice on Guarding Against the Trap of 'Receiving Medical Subsidies'" issued by the Medical Insurance Bureau of Hunan Province is hereby forwarded as follows

The Medical Insurance Bureau of Hunan Province solemnly reminds:

一、the medical insurance department has not introduced the so-called "receiving medical subsidies" policy. Dear insured individuals, if you receive similar phone calls or text messages, please do not believe them easily. Do not click on unknown links to prevent the leakage of your personal privacy information and damage to your economic interests.

二、basic medical insurance is an important institutional design by the state to safeguard the health rights and interests of the people. It is divided into basic medical insurance for employees (referred to as employee medical insurance) and basic medical insurance for urban and rural residents (referred to as resident medical insurance), and there are no other names.

三、Our province has implemented the "Notice of the General Office of the People's Government of Hunan Province on Issuing the Implementation Measures for the Basic Medical Insurance for Employees in Hunan Province" (Xiang Zheng Ban Fa [2022] No. 66), the "Notice of the General Office of the People's Government of Hunan Province on Issuing the Implementation Measures for the Basic Medical Insurance for Urban and Rural Residents in Hunan Province" (Xiang Zheng Ban Fa [2022] No. 67), and the "Notice of the People's Government of Hunan Province. The General Office of the Government has issued the "Notice on Several Measures for Improving the Long-Term Mechanism of Basic Medical Insurance Participation" (Xiang Zheng Ban Fa [2025] No. 11). Except for those who have continuously participated in the resident medical insurance for more than four years or have zero reimbursement of the resident medical insurance fund in the current year, which can increase the payment limit of the resident major illness insurance, there is currently no policy to increase the medical insurance reimbursement amount and proportion by paying more.
