Beijing, Aug. 27 (Xinhua) -- The State Council of China recently issued the "Approval on the 'Open and Innovative Development Plan for the Entire Industrial Chain of Biomedicine in China (Jiangsu) Pilot Free Trade Zone'" (hereinafter referred to as the "Approval").

The "Reply" requires that the implementation of the "Open and Innovative Development Plan for the Entire Industrial Chain of Biomedicine in China (Jiangsu) Pilot Free Trade Zone" (hereinafter referred to as the "Plan") should be guided by high-level opening up and centered on institutional innovation, and carry out pioneering and integrated exploration. Build the China (Jiangsu) Pilot Free Trade Zone into a globally influential cluster area for the biopharmaceutical industry and a highland for biopharmaceutical innovation and development with greater international competitiveness.

The Plan leverages the industrial foundation advantages of the China (Jiangsu) Pilot Free Trade Zone, and focuses on enhancing the R&D and innovation capabilities of the biopharmaceutical industry, improving the level of product approval and service, building a production and circulation system, perfecting the policies for product procurement and use, and increasing the support and guarantee of elements. It proposes 18 key tasks in 7 aspects to carry out integrated innovation throughout the entire chain. By 2030, the China (Jiangsu) Pilot Free Trade Zone aims to achieve rapid growth in the scale of the biopharmaceutical industry, continuous optimization of the innovation ecosystem, significant improvement in the modernization level of the industrial chain, substantial increase in the level of opening up to the outside world, continuous strengthening of the guarantee capacity, and breakthroughs in key technologies. Cultivate and form industrial clusters with distinctive advantages in key areas such as macromolecular biopharmaceuticals, cell and gene therapy, and innovative medical devices.

The Plan is one of the significant achievements in implementing the strategy of upgrading the free trade pilot zone, and it has assigned a new batch of reform pilot tasks to the China (Jiangsu) Pilot Free Trade Zone. Next, the Ministry of Commerce will work together with the People's Government of Jiangsu Province and relevant departments to enhance collaborative supervision, form a working synergy, earnestly implement the various reform tasks of the "Plan", strengthen risk prevention and control in key areas, quickly transform the pilot tasks into application scenarios, and convert innovative measures into development effectiveness, so as to promote the construction of the free trade zone to a new level.
