Big order for medical equipment purchase! Domestic small and micro enterprises refuse to import equipment and enjoy a 20% price dividend

The medical equipment market is gradually emerging from its trough, and the fact that orders from various enterprises are gradually increasing in the second half of the year is the best proof.

Recently, an announcement on China Government Procurement Network has drawn attention from the medical device industry - the "Project for Updating Medical Equipment Such as Monitors, Anesthesia Machines, and Ventilators in County Medical Communities of Tianjin" is now open for public bidding. A budget of 26.239 million yuan is about to be invested in the upgrade of medical equipment in counties, marking a new round of improvement cycle for the medical and health service capabilities in counties of Tianjin.


This project is led by the Comprehensive Service Center of the Tianjin Municipal Health Commission. The project number is TGPC-2025-A-0342, with a maximum limit price of 26.235 million yuan. It is divided into 7 sub-packages covering core medical equipment. It clearly requires the winning bidder to complete the delivery and installation and commissioning within 30 days after the contract is signed, highlighting the urgency.

The budgets of the seven sub-packages vary significantly, and the five core packages account for over 99%

From the perspective of procurement content, the budget allocation of each sub-package shows a "prominent focus" feature, directly reflecting the equipment priority planning of the purchasing party:

Package 5 has the highest budget, reaching 9.2 million yuan, and is the "core target" of this procurement.

Package 2 (8.235 million yuan) and Package 7 (5.04 million yuan) followed closely, with the three sub-packages combined accounting for over 85% of the total budget.

The budget for Package 1 is 1.119 million yuan (with a maximum limit of 1.115 million yuan), while the budgets for Package 3 (60,000 yuan) and Package 6 (35,000 yuan) are relatively lower.


Overall, the five core sub-packages (Packages 1, 2, 5, and 7 + supplementary categories) account for over 99% of the total budget. Life support equipment such as monitors, anesthesia machines, and ventilators have become the focus of procurement.

The bidding threshold is clear: imports and consortiums are not accepted. Domestic small and micro enterprises enjoy a 20% price deduction

In the tender documents, multiple provisions directly point to "support for domestic medical devices", sending a clear signal to domestic enterprises:

1.Qualification Requirements: Bidders must meet Article 22 of the Government Procurement Law and possess the corresponding production/operation qualifications for medical devices.

2.Restrictions: Joint bids will not be accepted, and imported products will be explicitly rejected, with a full preference for domestic equipment.

3.Policy dividends: A 20% price deduction is given to the products of small and micro enterprises, significantly lowering the threshold for small and micro enterprises to win bids and helping domestic small and medium-sized brands break through.


This policy is highly consistent with the recent national trend of "government procurement tilting towards domestic medical devices", further confirming the arrival of the "golden development period for domestic medical devices".

To enhance procurement efficiency and reduce the participation costs for enterprises, this tender adopts a fully electronic process:

Bidding document acquisition: From September 30th to October 14th, 2025, you can download it by logging onto the Tianjin Government Procurement Center website. The price is 0 yuan.

Bidding and opening of Bids: The deadline for bidding and opening of bids is 8:30 on October 21st. Bidders need to complete the online operation using a CA digital certificate.

Compared with traditional on-site procurement, the electronic process significantly shortens the preparation time for enterprises, which is particularly beneficial for medical device enterprises participating across regions.

From the demand side, county-level hospitals have an urgent need to update basic equipment such as monitors and ventilators, and they tend to prefer domestic products with high cost performance.


From the policy perspective, provisions such as "price deduction for small and micro enterprises" and "refusal to import" provide domestic small and medium-sized medical device enterprises with differentiated competitive advantages.
