Recently, hospitals in many provinces have been making frequent adjustments to their charges, covering several key areas such as cardiovascular diseases, urology, and traditional Chinese medicine. Whether you are in the equipment or consumables industry, these new regulations are closely related to us. Here are some key points to sort out
01Multiple provinces have issued documents intensively! These areas have become the focus of adjustment
Just halfway through November, the Medical Insurance Bureau of Hebei Province has successively issued two major notices, directly targeting the medical service prices of the urinary system and the body and bedding system. Once the new policies are implemented, many items will be "updated" while many others will be "taken off the market".

Key points: Starting from January 13, 2026, Hebei Province will add 87 new service items including "renal pelvis pressure test Fee", while discontinuing 190 old items such as "renal pelvis pressure measurement". Immediately following January 20th, 53 new items including "Allergen skin test Fee" will be added, and 128 items including "Allergen intradermal test" will be discontinued. In short, the charging lists for these fields will undergo major adjustments in the future.
Not only Hebei, but also Shanxi, Shanghai, Xinjiang and Beijing have been working hard to integrate and standardize medical service prices. Let's take a look at the highlights one by one:
•Shanxi: On November 17th, a draft for public comment was just released. It aims to integrate and standardize four major categories: the cardiovascular system, the body and bedding system, aesthetic and plastic surgery, and physical therapy. The equipment and treatment items involved are numerous and deserve close attention.
•Shanghai: It has already started a trial. New items such as "Renal artery detoxification fee", "Beauty treatment fee (chemical stripping)", and "nitric oxide inhalation treatment fee" can all be charged. The speed at which new technologies are implemented is fast enough.
•Beijing: New regulations will be implemented starting from December 27th, with a focus on traditional Chinese medicine (TCM), including 18 items such as moxibustion, cupping, and massage, 18 external treatment items such as Chinese herbal patches, as well as TCM orthopedics and traumatology and special therapies. Additionally, the charging standards for cutting-edge items like "non-invasive brain-computer interface compatibility fees" have also been clearly defined.

•Xinjiang: Starting from December 15th, it will be implemented, focusing on seven major categories including mental treatment, anesthesia, ultrasound, and dialysis. What's more ruthless is that 237 old items have been directly integrated and standardized into 123 items, and the highest guidance price and medical insurance payment categories have been set, with the intensity of streamlining reaching the maximum.
02Core Question: Which ones are on sale? Which ones have gone up in price?
Since last year, the reform of medical service prices has significantly accelerated. At the national level, efforts are also being made, such as encouraging cutting-edge technologies like "artificial hearts" and "brain-computer interfaces" to move from experimentation to large-scale application, and promoting the migration of medical imaging to the cloud. To put it bluntly, this is paving the way for new technologies and new equipment.
When it comes to local areas, the logic of adjustment becomes clearer: it's not a one-size-fits-all price cut, but rather "a combination of increases and decreases, and structural optimization". Let's take a look at a few typical cases to understand.
First, let's look at the price reduction: The key point is to check the high value
Hunan Province previously regulated the prices of radiological examinations, reducing them by an average of 4%. This means that patients can save 320 million yuan annually. Especially for high-value examinations such as CT plain scan and magnetic resonance functional imaging, the price reduction is quite considerable.

Let me give you a direct example: For a stroke patient in a public tertiary hospital, previously, a head CT plain scan, vascular imaging, and perfusion imaging cost a total of 2,265 yuan. Now, the new charging standard is only 1,100 yuan, which is directly halved. For friends who do radiological equipment, it is necessary to pay close attention to the market feedback of such projects.
Looking at the price increase: The labor value of medical staff is being recognized
In January this year, Hainan adjusted the prices of 642 medical services, following the approach of "lowering the high and supplementing the low" : 378 items were reduced in price, with an average decrease of 31.34%, among which the prices of clinical diagnosis and treatment services even dropped by 48.08%. However, at the same time, 264 items saw price hikes, with an average increase of 15.29%.
What are the key points of increase? Comprehensive medical services, pathological examinations, nursing, traditional Chinese medicine services and other projects that reflect the skills and labor of medical staff. Simply put, the situation where "equipment made money while human labor was not valuable" in the past is changing.

The experience of Jiangsu is more referential
Since the beginning of the 14th Five-Year Plan, Jiangsu Province has added 269 medical service items and adjusted the prices of 1,411 items. The core focus is on reducing laboratory tests and examinations while increasing diagnosis, examination and nursing services. The effect is quite obvious: the proportion of medical service income in public hospitals has increased by nearly 5 percentage points.
比如扬州,现在每年都动态调价,2023年以来调了1660项,体现医务人员劳务价值的收入占比已经到32%,比2022年涨了5.8个百分点。
For instance, in Yangzhou, prices are adjusted dynamically every year. Since 2023, 1,660 items have been adjusted. The proportion of income reflecting the labor value of medical staff has reached 32%, an increase of 5.8 percentage points compared with 2022.
03A one-sentence summary for medical device professionals
This round of adjustments in various regions is not a minor one. The core logic is very clear: eliminate outdated projects, support new technologies, and at the same time optimize the charging structure to make "technology and labor" more valuable.
For us medical device professionals, whether it's product selection or market layout, we must closely follow the policies - cutting-edge technological equipment, traditional Chinese medicine-related devices, and products that can enhance the efficiency of diagnosis and treatment are likely to be the key directions in the future.
