My employee medical insurance has been interrupted. Can I make up the payment?
It is the right and obligation of both the employer and the employee to participate in the employee medical insurance in accordance with laws and regulations. If the employee medical insurance is interrupted for some reason, can it still be made up for? What impact will there be after making up the payment? Today, let's take a look at the basic knowledge of employee medical insurance together!
What is the basic medical insurance for employees?
The basic medical insurance system for employees is a system arrangement that provides basic medical security for employees participating in medical insurance through national legislation.
Who should participate in the basic medical insurance for employees?
According to the Social Insurance Law of the People's Republic of China, employees shall participate in the basic medical insurance for employees, and the basic medical insurance premiums shall be jointly paid by the employers and the employees in accordance with the provisions of the state. Self-employed individuals without employees, part-time workers who have not participated in the basic medical insurance for employees through their employers, and other flexible employees can participate in the basic medical insurance for employees and pay the basic medical insurance premiums in accordance with the provisions of the state.
Can the employee medical insurance be made up if it is interrupted?
The state has made clear regulations. In November 2021, the National Healthcare Security Administration, in conjunction with the Ministry of Finance, issued the "Interim Measures for the Transfer and Continuation of Basic Medical Insurance Relations", which clearly states that "for employee medical insurance participants who have interrupted their payment for three months (inclusive) or less before the transfer and continuation, they can handle the procedures for making up the payment of employee basic medical insurance premiums in accordance with the regulations of the place of transfer." After making up the payment, there is no waiting period for enjoying the benefits. You can enjoy the benefits in the transferring-in area as stipulated in the month of payment. The benefits during the interruption period can be retroactively enjoyed as stipulated.
It should be noted that continuous participation in insurance is closely related to the enjoyment of benefits. Everyone should enhance their awareness of continuous participation in insurance to avoid the impact on benefits due to the interruption of the medical insurance relationship.
How to re-enroll after the interruption of employee medical insurance contributions?
For such individuals who have stable labor relations with their units, they should participate in the employee medical insurance along with their units, with both the units and the individuals making the contributions together. Those without a stable labor relationship can participate in the insurance as flexible employees, pay the premiums as stipulated by themselves, and enjoy the same benefits as employee medical insurance.
If one is temporarily unable to find employment or does not wish to participate in the employee medical insurance as a flexible employee, they should promptly join the urban and rural residents' medical insurance of their place of permanent residence or place of household registration to avoid interruption of the medical insurance relationship and lack of medical security.
